This was one of the customs I made during Custom Celebration 12.

I think the challenge theme was convention exclusives past. I was totally in the dark, but looked through the provided source pics and came up with a sub theme of "super cop" .

I see this guy as a technological advanced extension of a future dystopian government and ally of the Joes, ready for a riot in the city streets or high speed pursuit.
