The inspiration for this design came from the early concept sketches for Zartan found in the "G.I.Joe Fact and Yearbook" As you can tell, the pants came from sketch 1, the bare arms and gloves came from sketch 2, the vest and belt came from sketch 3, and the mask and hood came from sketch 4.

The head is a cast that was made from a modified StormShadow '92 and a cast of a TrackViper '89's ball joint.
