During his service to Cobra, Dr. Venom created the Brain-Wave Scanner, a device capable of reading the mind of an individual or creating false memories. Venom first used this instrument on Snake-Eyes when he was captured and taken to Springfield. The Joe managed to escape by feigning death. Later, Dr. Venom turned up in Sierra Gordo, running a Cobra front organization. There, he captured several Joes, including Snake-Eyes. He, Snake-Eyes, and Kwinn the mercenary were apparently killed by Scar-Face and the Baroness as the Cobras left with a toxin Venom had developed. The three survived the attack, and Venom revealed that he, in fact, had the toxin, not Scar-Face. Stealing a plane, the three escaped Sierra Gordo, and Venom returned to Cobra.

Upon his return, Cobra launched a plan to spread the toxin by infecting America's money supply. Scar-Face and Venom broke into the Treasury building, but were stopped by the Joes. But, both managed to escape.

Dr. Venom spent some time at his private lab in Brooklyn. There, Kwinn and Snake-Eyes caught up to him, intending to exact revenge for his various acts of treachery against them. Venom managed to trick them into putting on S.N.A.K.E. armor, which controlled their actions. Both were used in an attack on the Pit, but both escaped their predicament. Venom shot Kwinn in the back, but not before the mercenary dropped a grenade at Venom's feet. The blast killed the evil scientist.
