Freezerburn is an ex army refrigeration specialist discharged for insubordination, who turned his talent into burglary. His method of using a freon based compound to shatter safes and disable the alarm caught Cobra's eye when he broke into one of their legitamate jewelry stores.  

Freezerburn's suit protects him from the freezing cold discharge that his weapon gives off, and has saved his life more than once when his experimental equipment has broken under the strain. His freon based mixture is capable or reaching temperatures of -179, so cold that equipment can't run, and iron becomes as brittle as glass, and just as easy to break.
