The result of Dr. Mindbender's newest genetic experiment, the Hyper-Viper (so far only one exists) combines crocodile DNA with human, making an impossibly strong, vicious, and nearly invulnerable warrior. He wears a special life-support suit to make him appear more human.

(Personal note: Obviously a repainted Mega-Viper, which I always thought was a very cool uniform design, even if the original bright yellow and purple color scheme was a little odd. I painted the yellow areas fluorescent red, the purple areas black, and the face plate copper. Now all I gotta do is get some more Mega-Vipers! Wonder if we could convince Hasbro to stamp some out that look like this? I was impressed with the result here.)
