Construction Info (by Camper):

I wanted to make a figure that was based on the Air Force Security Police, and this does the trick.  I made the jacket black instead of the blue, because...well...it would look pretty boring all blue.

Fresh out of the Air Force Academy, Cobber was known as 'Nova,' one of the hottest young pilots of the 'Top Gun' generation...until his first combat mission. He didn't turn and run with his tail between his legs, but he did stand down as two of his squadron mates were shot out of the sky.  The fact that both men survived was the only reason he wasn't shot at dawn.

After that, the brass decided that while they needed a few good men like him, the country was safer when its pilots could actually engage the enemy.  Cobber was given the choice to either pursue a new career path (on the ground) with the Air Force, or take an early exit.  Still possessing the patriotic drive that had brought him to the Air Force, he opted for a new career with Air Force Security, eager to undertake his new duties. Until he found out that it involved a demotion from Captain to Lieutenant.

Lt. Cobber despaired of his situation, but thought he could improve himself, and re-attain his captaincy.  He did excel in his duties--so much so that, in spite
of his previous history of dereliction of duty, he was recommended to the Joe team.  He thought he had found a fit with the Joe team, but paranoid delusions caused him to believe that the other Joes disliked him for his previous act of cowardice. 

To escape, he resorted to hanging out with his former security squadmates.  One night "out with the boys" pushed him over the edge.  While drinking with his old comrades, he was told of a way that he could regain some of the pride he'd had in his service by joining a certain 'covert brotherhood...'

From the files of Cpl Weston, Viper PsychOps:  "Watchdog was an easy mark for COBRA.  He had all the classic signs of a traitor waiting for the chance to
betray his cause.  That he had paranoid delusions made him intriguing to Dr. Venom, who took him under his wing and began training him as a deep-cover agent who would help Cobra's cause by destroying the Joe team from within.  And don't even get me started about the irony of how the Joe's "Watchdog" is watching for the chance to bite them..."
