The supply sergeant for the G.I. Joe Team. His official motto is "If I don't have it, or can't get it, then you don't need it." Tends to be a bit of a grump because he doesn't get to go into battle very often.

(Personal note: A real "Frankenstein" character from 1995. Head is Drop Zone, upper body is Repeater with 1993 Backblast arms. Legs are from Major Storm. The face just looks like a supply sergeant to me. Rough and a little gruff. One of my favorites, and he blends in with the other Joes incredibly well. I've had people say, "I don't remember THAT one!")
