Cobra Commander needed someone to protect the Moray Docks on Cobra Island. After a disastrous lesson in using live ammo around boats, Cobra Commander commissioned MARS to develop electricity weapons. Imagine a cross between a tazer and a bolt of lightning.

Cobra Commander then recruited his top 6 Eels for training in the new weapons. The Electric Eels have to wear the re-breathers due to the massive discharge of ozone during the firing of their weapons.
