Born to dominate the world, Gaius is the son of Serpentor and Pythona. He was named after the son of Julius Caesar (Serpentor's DNA) and Cleopatra (Pythona's DNA). Because of the genetic templates used to create both of his parents, Gaius was born with both genetic memory and prescience. He has the memory of seventeen of the world greatest conquers and has the ability to anticipate the course of events as if with divine omniscience.

As the Serpent Prince, Gaius is destined to rule the Earth. Under his rule the Coil expands its influence all around the world. After World War III, the Coil helps to rebuild the devastated cities around the world. Gaius uses his influence to become the Secretary-General of the United Nations. After two terms, He returns to his secluded home in Alaska, and joins the American political scene. Even though His qualifications were questionable, He Gaius Caesarion becomes elected as Commander-in-Chief of the United States.

Within the first term of office, He brings together the majority of the nations of the planet into a United World Coalition with Him as its Chief Exective. Once he unites the world he creates the Earth Defense Command, under the leadership of Marissa Faireborn. The E.D.C. is created because Chief Executive Gaius foresees a confrontion with a terrible otherworldly evil called the Chaos-Bringer.
