Outlaw is a specialist in supplying Cobra with operating capital and items that are just too hard for a terrorist organization to get their hands on. He thinks he is an outlaw from the old west and wears his pistols as such. He is a ruthless killer except that he follows the old code of the west and will not kill a woman or a child. His success at hijacking cargo is what led Cobra to seek him out and recruit him.
