X is part of a group within Cobra that no one even really knows if he exists - including Destro! The group is referred to as "Ocho" and is said to be made up of the most trusted and loyal servants to Cobra Commander, and X is the leader of them.

Not only was he one of the first to enlist to Cobra, he was the VERY first. Through it all Cobra Commander has had X at his side and now he is his most trusted advisor. Taking advantage of modern communications breakthroughs, X is able to monitor Cobra military operations across the globe and is fully authorized to run these operations in the Commander's absence - if need be. No one is ever quite sure where their orders originate anymore, making the existence of Ocho even more hazy.
