Black Out washed out from the Joe team after they found out he was a few cards short of a full deck. He's held a grudge ever since. He was approached by a Cobra recruiter (as all U.S. military personnel who are dishonorably discharged, wash out, etc are) and offered a chance at revenge. Much like Charley Six (Night Viper Elite Rifleman) Black Out jumped at the chance. He especially wants to show his Joe siblings that not only is he as good as them but better. To do this he takes any job where he can put them in his rifle's cross hairs.
