When I did my first assortment of 25th Anniversary/Modern Era customs representing the first few years of Joe and Cobra character releases, I overlooked this guy. That's probably because I never owned a Bridge Layer and had essentially forgotten he existed. But when I stumbled across him on a search of YoJoe's archives, I knew I had to make him.

There was a lot of improvisation and modification required to make the vest and helmet, but otherwise the recipe is pretty straightforward.
