In his youth, Chico was an expert thief. Growing up poor as he did made him question why so many bad people were allowed to be happy a wealthy while good men died in the street without a cent to their name. Taking inspiration from Robin Hood, his favorite book, he decided to try and change things. So, like Robin Hood, he became a bandit who stole from the rich to give to the poor. But, because the world isn't fair and the authorities often took bribes from the people he stole from, he was soon a wanted man. This forced him to flee Mexico, by stowing away in a passenger plane's luggage.

When he landed, he was in England and found that he preferred it to where he had been. During one of their raids, Chico took it upon himself to protect some innocent bystanders from Red Shadow Troopers. The cavalry showed up to find that he'd taken them down already, which lead to them offering him a chance to join the team. Since joining, he has come clean about his past, but they didn't deport him, instead offering him asylum and the chance to prove his himself by helping take down criminals who hurt the common man. However, he's still wanted by certain Mexican authorities...that's why he always keeps his mask on in public.
