Although the identity of the Volcano-Viper Commander is one of Cobra's most closely-guarded secrets, and it's entirely possible even they don't know his true identity, intelligence reports indicate that the Volcano-Viper Commander is one of the finest, most experienced vulcanologists on the planet. He has studied volcanos in person from Hawaii to Japan to South America and the Philippines, literally all over the world. He helped Cobra modify its Mole Pods into Lava Pods, and developed the protective suits for the Volcano-Vipers. He sees Cobra's attempts to activate dormant volcanos near strategic locations strictly from a scientific point of view. To him, it's all about studying the effects. The loss of life and property is irrelevant, and Cobra's military goals secondary to the scientific studies. Although certainly brilliant, the Volcano-Viper Commander is also highly eccentric. He never removes his protective uniform and gear except within his personal, environment-controlled quarters. To him, the uniform and equipment is the ultimate safe environment, and he won't be caught outside without it. Currently, the Volcano-Viper Commander is also expanding his scientific repertoire, by assisting Cobra scientists into modifying the Volcano-Viper uniform to serve the newly-created Hazard-Viper troopers.
