An agent of Cobra-La, Zoltar is a human hybrid that is androgynous and more able to move about covertly in the human world. He is the head of Spectra, which blends biological and mechanical sciences to create giant mech like beasts of mass destruction. Zoltar answers directly to Golobulus but one day hopes to replace him. His goal is the destruction of the Science Ninja Team which was created specifically to deal with his threats.
