Once Brock Samson was recruited by G.I. Joe, Cobra forces' body count began to rapidly rise. To counter this, Cobra formed an alliance with the Monarch. The Monarch was an enemy of one of Brock's previous employers, Dr. Rusty Venture. The Monarch would go to any extreme to arch Venture. The Henchmen are poorly trained and highly expendable and the Monarch seems to have no shortage of them.
