Everyone needs civilians to get caught in the crossfire of their Joe and Cobra battles. In my world, Arseface always seems to be in the wrong place at the wrong time. You can usually find him jumping for cover behind a burning Hiss tank or racing for his life as a squad of SAW Vipers opens fire on a Joe platoon.
