Design:

Dr. Mindbender in winter garb, loosely based on the Sunbow uniform seen in GI Joe the Movie, a design which was used as the basis for a GI Joe Collectors' Club Figure.

Colors & Paint:

Purple for the uniform, of course. The head was left unpainted, as it was pretty good.

Sculpting & Modifying:

The impossibly narrow waist was expanded out with epoxy to more realistic proportions.
