I have to admit, I did not really have a plan for Windmill other than starting with the helmet. I have recently been trying to clean out my parts bin. I noticed that I had a load of unused MTF Armor Vests so I built the figure around that, picking a silver Armor Vest in particular.

I have been curious to see if silver and yellow would look good together on one of my figures. Turns out I kinda like the colors together. I coupled that vest with my Windmill helmet and pulled out whatever torso and legs I had in my bin and put them all together. The figure is not going to win any design awards, but I like the colors and the helmet. I had a Joy Toy jet pack lying around, so I threw that on him and figured Windmill could be a Mega Marine jet pack trooper.
