Chico grew up poor in a part of the world where kidnappings are an everyday occurrence and the cops are as dirty as the criminals. Finding some aptitude for burglary he quickly turned to crime. After a time he decided to steal exclusively from other criminals, giving much of his take to the poor of the city. Naturally he was quickly targeted by these criminals, and soon spent most of his time on the run from assassins. While fleeing Mexico he was apprehended and imprisoned. This did not sit well with many Mexicans who saw him as a hero. Public outcry and a desire to obtain favor with the EU led to Chico being offered a chance to work off his sentence in service to Action Force.
