On the Blue Comander, the head is from Snow serpent, the rest in Cobra Commander. On the Black one, I used the cape from the procession set.

I figured I'd save some site space and put both of my Cobra Commander customs on one sight. The blue commander is from Cobra Reborn, where he has a ski mask with the cobra logo. When I saw the Snow Wolf figure, wave 7 with the take off mask, I knew it would be perfect for this figure. As for the Black one, it is pretty much right out of Devil's Due Press, with the exception of the cape, which was added later.
