Commander Baxter is a no-nonsense kind of leader. He is here to lead the team, not make friends. He does not socialize with the AF team. He is all business. He has a good working relationship with both Gen. Hawk and Gen. Colton. He likes to keep the AF team and the G.I. Joe team in good standing with one another.
