Chigger is one of the original surviving members of Cobra. He spearheaded the development of the Tele-Viper corps, and later the Techno-Viper and Shadow Viper programs. He was severely wounded in the Cobra Civil War and has been confined to his souped-up motorized wheelchair. He designed and implemented Cobra's IT infastructure and is responsible for monitoring all Internet traffic in and out of Cobra Island, as well as within. Because of his physical condition, and due to the vital role he plays within Cobra, Chigger has become a key member of a secret organization within Cobra, known only by rumor as Ocho, where key command decisions are made from a bunker so secret that only Cobra Commander and a handful of confidants know of its existence.
