Cobra Techno-Viper, and a whole lot of that metallic blue and metallic purple paint that I bought to make my B.A.T. v.7 and the Stealth-B.A.T.
I had a lot of it around, so I figured -- why not? Unfortunately the metallic colors don't come across as well as I'd like in the photograph. They're far more metallic and different from each other than they appear here.
The yellow eyes are a tip of the helmet to the yellow eyes pictured on the original Techno-Viper package illustration.
The Cobra logo on the shirt has been super-imposed, but I do plan to actually apply one at some point.
It's believed that only Cobra Commander himself knows the true identity of this scientific genius and all-purpose madman.
Techno-Master has been working in the shadows of Cobra for years, only recently coming to the fore following the development of a micro-mesh armor that is no heavier than ordinary fabric, but is so resistant to weapons fire it makes Kevlar look like tissue paper. It can withstand anything up to and possibly including small missiles, and can reflect and redirect almost any energy-based weapons fire. It will snap any bladed weapon used against it.
Techno-Master himself is a genius in the realm of weapons development of all types, and reportedly signed on with Cobra because of the freedom offered to explore all manner of weapons, and the complete lack of moral or legal restrictions.
So, while Dr. Mindbender and Overkill argue the advantages of bio-weapons vs. robotics, while Destro supplies tanks and guns and planes of innovative design, while wannabees like Neurotoxin come and go, Techno-Master works on the really nasty stuff for Cobra to use.

He commands the Techno-Viper forces almost as an afterthought. What he's really interested in is scientific research of all kinds - biological, technological, you name it. Word is he's working on a virus that can infect both humans and computers.
He is utterly without moral compunction. To him, the whole planet, its population, its cities and machines, are nothing more than varieties of lab rats for his research. He's not a conqueror like Cobra Commander. He doesn't want to take over the world. He just wants to make use of it in his experiments.
He reportedly has this utter air of cool indifference about him. All he cares about is his work. So far his most impressive achievement - that we can directly credit to him - is that armor-fabric uniform he's come up with.
Fortunately the thing is so expensive that it would bankrupt Cobra to even outfit more than a handful of troopers in similar gear. What worries us is what else this psycho may come up with that's more affordable - and more dangerous."
