Andrea Beaumont's father was murdered by the mob. Even though she positively identified the killers in court, they walked away, acquitted. She vowed that she would fight this kind of injustice. Turning away from the love of her life, Bruce Wayne, she took on the mantle of The Phantasm. She hunted down not only the criminals who killed her father, but the attorneys who defended them, the judge who presided over the case, the prosecutors, and even the members of the jury who heard the case! The Batman foiled her plans for revenge, but she continues to murderously oppose all who fail to live up to her strict view of justice, never realizing that her old love Bruce is the one who stands in her way.
I thought Mask Of the Phantasm was great when I was a kid. I still kind of do. It's really too bad that the Phantasm doesn't have "staying power" as a villain. I'd give her a bio something like the one above. The figure itself really holds together much better than the photos indicate. The silver color of the mask gave me an odd reflection that isn't there in person.
I decided against making many mods to the boots or glove. I think that the armored look suits the character just fine, even though the costume had very little in the way of detail in the movie.
