Halo is a member of the Phoenix Guard, a team assembled by Cobra Commander to replace GI Joe. Halo is actually Wild Weasel. This is actually one of my favorite members due to his reaper mask design. I have always been a fan of that look.

The Phoenix Guard was taken down by GI Joe with the help of General Rey.

It was created by DDP and covered one of the better story arcs in my opinion. I hope IDW revisits this concept.
