These Officers work only out in the field under Major Bludd's directive. When Major Bludd gives his officers an order, they pass it on to the troopers and their troopers go and complete the mission.

While Major Bludd was looking for new recruits, the Viper Officers (under the Cobra reign), defected and joined Major Bludd.

I would have to say; when Cobra Commander needs to accomplish a mission, he sends in Major Bludd and his Bludd Squad to accomplish his tasks.
