When Austria fell to Germany, it essentially became a part of the Third Reich, known to the Nazi's as Ostmark, and when Germany fell after the second World War and the Nazi's signed a pact with Cobra, the Austrians split, half following suit with the Nazis and the other half becoming part of 'free-Austria'.
