I was watching the cartoon again and one of my favorite "weird" episodes is Cobra's Creatures. I really liked the character Dr. Lucifer and how Scarlett went undercover as Dr. Atilla. Even the name of the weapon sounded cool HI FREQ.

I thought for my ROC storyline Rex/Cobra Commander would bring in different scientists to help develop Cobra's new technologies. A perfect addition is Dr. Lucifer.
