Chuckles has evolved many times over the years. In the animated movie he was big and never spoke. The filecard says he is the life of the party always joking and laughing. The Devil's Due version had him with longer hair and looking a bit younger. The IDW version reminds me of Daniel Craig in Casino Royale.

This Chuckles is a mixture of all those different versions: tough, silent, charismatic, and smart.
