Frank Morey grew up in the garage. He can't tell you who was President when but he can tell you what's wrong with your engine just by listening to it. Word has it he even made it onto one of those custom car shows and won him self a set of tools.

He first met the Joes while picking through their junk pile for spare parts. Seems the government doesn't take kindly to anyone "borrowing" anything bought with tax payers money. Even if it is just rusting away.

Seeing Frank had some keen ideas on some of the equipment he saw, Clutch recommended that he assist with the opposing force creations. Cobra has some of the craziest designs on the planet. The only way to train the Joe's properly was to have them go up against some off the wall vehicles designs.

Taking the codename Relic, partly because of his age but mainly because of his line of thinking, he has helped the Joe's out by designing vehicles like the Offensive Mech. He also helps reverse engineer Cobra vehicles so they can be tested and trained against as well.
