I had this figure mainly put together as a custom of my fiance's father. She never got around to doing it so back into the parts box it went.

It wasn't until I started getting more interested in the Super Cop figure of India's Funskool GI Joe line that I had a use for the parts. The goal was to make him look more like a state trooper. Massachusetts has similar color uniforms to the original figure's design so that's what I went with.

The last issue for me was how to explain his similar appearance to Sgt.Slaughter, a face only a mother could love. I figured it's possible Slaughter has some relative that resembles him hence the vague family reference.
