As I said before, to me, this issue was about the battle of the Commanders: Serpentor vs. General Hawk. So naturally one of the other figures had to be General Hawk. His jacket is painted dark blue and green gloves are painted on his hands to match his appearance in this issue. An AT-ST Driver helmet was chosen also because of the way his helmet looks in this issue, and Hasbro has been known to mix some items between the Star Wars and G.I. Joe lines.
The third figure was a little harder to decide on. I finally decided to go with a Crimson Guard civilian for a couple of reasons. Even though this particular character was only in one frame, his appearance, I felt, really showed what the "civilians", and their families, were going through during the battle of Springfield. They were ordered to destroy everything they couldn't bring with them, including pets. So again his family's pet dog "Sandy" was a natural choice for an accessory.

Hawk was the original field commander of the Joe Team before he got his General's star and was booted upstairs to honcho the entire G.I. Joe operation. He's a West Point graduate and has a list of special education credits as long as his arm, but he still managed to get the main body of his experience out where it counts - on the battle field.
