Black Out washed out as a candidate for the G.I. JOE team when he failed his psychological exam. Disgruntled because his younger brother Barrell Roll made the team, he turned to COBRA, where the faults that disqualified him for G.I. JOE were considered assets. After seeing Sideshow's Cobra Sniper, I knew that I wanted to make one for Project 84. I thought Blackout would be a good choice, plus it allowed me to do Barrel Roll as well. I wanted to use all Cobra parts, but couldn't bring myself to using a complete figure. I almost bought one of the black custom bootlegs on ebay, but that would've been too easy. Thanks to a project Chad is working on, I was able to snag two sets of Cobra waist and legs. I thought the Snake Eyes parts were a good fit, but still differentiated Black Out from regular Cobra troopers. The rifle was an easy choice, but matching Black Outs goggles were not. I chose Mutt's helmet based on the design of the goggles. Even though they wouldn't have paint mask the helmet in 1984, I felt the character really needed the red goggles.
