Budo's family fled from Japan when he was a young boy. He grew up in Nazi occupied America along with another young boy, Andrew Walker. While they came from radically different backgrounds they soon became fast friends. Sadly, this was not to last.

Budo's family indoctrinated into him a hatred of the Nazis. This continued throughout his life, eventually culminating in his father being fired from his job in another purge of non Aryans. Budo was 18 at the time. He began a spree of terror that eventually led him to be recruited by the just formed Cobra organization.

After this he worked in a pair with another Cobra agent. No matter who this other agent was most of the missions followed a similar plan. The other agent would blow up some structure. When Nazi medical officers came to save the citizens trapped Budo would kill the medics as well as some civilians. In one of these battles he ran into his old friend Andrew Walker, now working for the Nazis as the agent Lifeline. They fought but Budo escaped. Sadly for him Lifeline recognized him. Lifeline personally killed Budo's entire family. For this Budo has sworn revenge.
