Tomax was born the pampered son of wealthy European Nazi sympathizers. He and his twin brother, Xamot, were raised to respect and embrace the ideals of Nazism. Eventually, both brothers became part of the Nazi Youth movement.

Shortly before the boys entered puberty, it became clear that Xamot was the stricken with Norvturn's Syndrome, a genetic disorder that eventually leaves horrible scars across the patient's entire body. Before treatment could be administered, Tomax reported Xamot's disease to Nazi authorities in the name of Aryan purity. Xamot was quickly labeled an "undesirable", and was sent to a camp (where he was presumed to have eventually died).

Tomax joined the Nazi army, and eventually exhibited a notable ability to plan and coordinate attacks in the midst of battle. Not wishing to lose such a valuable officer in the field, Nazi officials named Colonel Tomax as one of the chief tacticians of the Nazi army and he began to spend his days coordinating large-scale campaigns for the Nazi forces. Eventually, Tomax was also placed in charge of the prestigious "Steel Brigade"... the elite shock troopers of the Nazi military.

As a tactician, Colonel Tomax developed a perfect record. Every campaign that he organized resulted in a Nazi victory, propelling him to an even higher status among the Nazi hierarchy. Eventually, however, Tomax's perfect record was marred by the victory of a band of Cobra agents led by the mysterious man known only as "The Mark". Unable to accept the tarnishing of his flawless reputation, Tomax swore revenge against the Mark. Now, Tomax fights against the Mark, never realizing that he is the same brother whom he betrayed years ago.

From the files of Cobra Commander: "There's no denying that Colonel Tomax is an excellent tactician. However, his weakness lies in his inexperience in the field. Tomax may be able to command the respect of those above him, but he has not yet earned the respect of those serving under him. He seems to operate with the same mindset as the leader of some gigantic corporation... never bothering to address the needs of those who follow him. This may very well prove to be his downfall."

I wanted to make Colonel Tomax look like a strictly clean-cut Nazi military commander. I sanded down the bicep bands on Lightfoot's arms, but left the outline of it on his left arm for the Nazi armband. I then filled in the "Captain America Spaces" on the gloves. The boots were sanded down on the sides, and a Chap Mei gun was added to the right hip. The hair was re-sculpted to appear "slicked back".
