CUTTER has navigated boats of every size though every water way imaginable, so much so that he's more comfortable on the water then he is on dry land. After years of piloting the W.H.A.L.E. HOVERCRAFT, Cutter has a developed a knack for Amphibious Operations in addition to his seaborne duties. So he was an obvious choice to command the G.I. JOE ZODIAC BOAT on this Special Mission in South America, preventing COBRA's escape via the sea.
