Excerpt from Dialtone's briefing
Location: GI Joe Briefing Room, USS Flagg, somewhere in the Gulf of Mexico, September 30th 2230 hrs:
"The Sonic Emitter creates energy waves that will allow Cobra to send out mind-control signals over large areas. It also allows Cobra to send out all types of psychic energy across a broad spectrum. When its beam is pointed at a wide area like a country, the citizens of that nation could be mind-controlled by Cobra. Fortunately, working with Psyche-Out, we have found a way to counter its effects.

Dial-Tone was the second figure to be included in this project. After Psyche Out, I started mapping out the storyline and Dial-Tone seemed like a natural fit. I took some liberties with the shade of gray for his uniform as I wanted to tie all my GI Joe Sonic Fighters together. Also, his colors make him fit into an urban setting as well.
