The Rat Viper is a deadly and deranged member of the Cobra forces. He is incredibly skilled at bomb making, and enjoys make extravagant devices that will test and maim even the best EOD personnel on the GI Joe team. The Rat Vipers are are hand picked from the Viper contingent, those that survive long enough to be chosen that is, and train in a similar manner to Range Vipers, being expected to be completely self sufficient and know their terrain, or lack there of. They often spend long hours, and sometimes days in tight, cramped spaces in the bowels and sewers of their assigned locations.

Tunnel Rat on the GI Joe team recalls coming across one of the Rat Vipers IEDs, "This thing was a mess. I couldn't make hide or hair of the damn thing. All the wires were stripped and bare. I didn't know a red from a green. I had to call in Skoog to get his opinion on it. His prognosis? Blow that [explicative] thing up."
