Cobra Commander needed someone crazy on the battlefield. He wanted a guy who would just kill G.I.Joe without caring about getting shot. He sent a viper to the looney bin to find a pshyco serial killer. He found one by the name of heatwave. He told heatwave that he would help him escape if he joined cobra. He agreed. Cobra Commander gave him a Harlie and some weapons of his choice. Heatwave rides to the battlefield with his Harley and sometimes runs Joes over with it. His weapons are a 9mm a big rifle and heavy duty's big gun/missle thing. He brings gas cans sometimes for his Harlie and to burn Joes.
