Little is known about Mayor's past, both inside or outside the military. Until recently, any information that pertained to him had been classified by the government. What is known is that Mayor began working with the GI Joe team during the mid 1980's. His assignments were mainly on Special Missions in Europe and the Middle East. Although he was never an official member of the Joe team, he was given honorary Steel Brigade reserve status for his assistance. After the disbandment of the Joe team in 1994, it is believed that Mayor may have been an informant for the Black Ops team consisting of Duke and Kamakura. Although his personal history still remains unclear, many believe that Mayor has a twin (known as Ghost) who has been known to work for the Red Shadows and later for Cobra. I've been wanting to do a W.H.A.L.E. crewman Mayor for a while. This project gave me the chance to do so. I'd originally wanted to use a Shipwreck hat, but it turned out to be too small. singsingjohnny used the Luke Skywalker hat for a Deep Six custom, and it turned out to work out perfect here.
