An attempt to recruit Rust Cohle for the DEF had been made during the 90's after a successful undercover cartel operation in Texas. At that time he was found to be in too fragile a mental state. After his run in with the King in Yellow during the Dora Kelly Lange investigation he was recruited again. Only this time for the GI Joe's new SPIRITS division, where his visions into the secret truths of the universe and ability to connect the minute details in his little black ledger, can be combined. Seeing those points of intersection is what's needed to figure out what CORPSE is up to.
