The Hollywood Reporter is reporting that the companies have hired Josh Appelbaum and Andre Nemec, who are writing the untitled scripted project. The character of Chuckles is not the center of the film but the project is in deep development and things could change.

Looks like Hollywood is really all over the place with GI Joe...

Whole movies get filmed and never see the light of day (Talking about you New Mutants). Whole rooms of writers get hired and pitch scripts and nothing ever comes of it. Until you start hearing about casting and filming underway, take every bit of gossipy news with a grain of salt. It is a looong road until a movie actually premieres and it goes through a fruit smoothie of a process to get it there.

So nobody told them about the actual origins of Snake Eyes?
Why tell the story of a kickass special ops soldier who becomes a ninja thanks to his war buddy and loses his face to save his girlfriend from a helicopter crash when you can simply do a good old revenge for my pa movie...
