I guess it depends on how you define fully...
The new stuff will never be done as long as new stuff keeps coming out. I skipped a TON of 2002-2005 "new sculpts" because I had no interest in them and no site designs while they were coming out. So have to back fill all of those figures to get them added. The ARAH stuff I just add as I run across it. It takes a while to unearth some things at times so I add as I come across it or acquire it. The areas like the Part ID sections are very time intensive so they take a while. Really, it just takes time to tie everything together and given how I ultimately envision a "completed" site, I'd say it's only about 20% done to *my* satisfaction... I have WAY more planned still. Just need the time to do it all which is the major deciding factor.
Really getting things "completed" is not something I give much thought to. The more I focus on getting things done quickly the less I enjoy the actual site work. So I don't worry about that stuff... Not sure if that helps answer your question or not, but while I continue to enjoy working on the site, I'll keep updating. Once I don't... .
