Their size is roughly about three or four inches tall. If you've ever seen some of the newer Funko Pop! blind box figures in person, they resemble those... only less detailed and a bit cartoonish looking.
The latest series, as J_Man stated, have overhauled the style quite drastically, which makes the toys more playable and WAY better looking. Instead of just swivel arms that move up and down and a swivel neck for side to side movement, these newer pieces have ball jointed necks, shoulders, and hips, alongside swivel wrists, ankles, and waist (I believe biceps, as well... but not sure).
I've got Kurai from the Ninja Turtles line, and while she lacks the biceps and waist swivel, it's quite a neat "chibi" figure to set next to some other anime gals in my collection.

It's nice to see that Boss Fight Studios had small, defective parts bags for purchasing for the Vitruvian Hacks line, and MTF has all kinds of greebles and grobbles for customizations, so why can't the GI Joe franchise capture some of that innovation?
