I'm guessing there wasn't insurance on the package, but there should have been a declared value (at least when I've sent from the US to Canada, I've had to declare a value).
I talked with the people in person at the Post Office 35 minutes after I got the package. She said there was nothing they could do since it wasn't insured. She said that sometimes people in customs have swiped items they like.
And he only declared it as $10 anyway.
