It's cause the goggles are just so damn sexy...
and cause half of the vipers like cyberpunk, and the other half think like steampunk.

I honestly think there's no other reason other than to make it look cool. If you look at the Viper without them, his helmet looks a little plain, so it makes me wonder if the artist drew on the goggles so they didn't look like plain ol' helmets.

Also, if you look at the art, the goggles go under these little loops in the helmet, that'd be kind of hard to take apart, then reattach them in the middle of a battle. With that, again, I think it's just for looks.
