GIJoe Action Pilot from 1994 (or "93).
Could be the keychain version if he has a hook about the back screw.

He's an hommage to the original 1964 12" GI Joe Action pilot.

Not rare, and is definitely the 1994 version, not the keychain.

Not rare, but still a nice figure to have. There were three versions of this figure, not counting the keychain edition. This yellow-uniformed one, one with a light blue uniform, and a third one in all black with Joe logos and stripes down the side that was an exclusive at the 1994 G.I. Joe Convention, representing a G.I. Joe-based skydiving team that was scheduled to appear at the Convention. THAT one is scarce.

If you want to be particular...the Black 94 Con pilot was released with either a Silver, or White parachute... Depending on how you split Variant/ Version an argument could be made that there are 4.
