I know the Joes have taken on Red shadows and other terrorists, but have other countries including the U.N take on Cobra beside themselves?

I'd count Action Force. Their main antagonist is the Red Shadows but I can see them taking on Cobra as well.

They took on Cobra, too. Just a Cobra that was born of the Red Shadows' ashes.
(Cobra Commander was Baron Ironblood, and Destro was Red Jackal)

The C.O.P.S. (The FBI's team of elite police specialists)
The Street Fighters (toy connection) (United Nations group)
MASK (toy Connection) (Private company)
Danger Girls (Comic Connection)(Private Company)
NEST (Transformers universe - comic cartoon connection) (US Govt Agency)
Other's you could include
Mecco's Eagle Force (for me a NATO strike team)
The Bronze Bombers (for me African Union troops)
The Outworld investigation agency (Mortal kombat)(Govt. Agency)

The Bad: Terrorists
COBRA
- Cobra-La (if you don't conceder them part of COBRA)
- The COIL (if you don't conceder them part of COBRA)
- The Force De Naja (South American's COBRAs for me, some keep them separate)
- The Red Ninja Clan (if you don't conceder them part of COBRA)
- The Head Hunters (if you don't conceder them part of COBRA)
The Red Shadows (Action Force's main Enemy)
The Gibili (another Action Force enemy, Think small African nation militant faction)
The Red Mafia ( I believe that is what they are called, they fought against the Oktober Guard)
The Leon Trotsky Brigade (An old Marvel Comics terror group (one or two issues) that made life difficult for Joes and the OG)

In the Street Fighter movie Guile was the leader of the UN forces. So that ties them in too.

Both Sonya Blade and Jax were US Special Forces until they formed the Outerworld Investigations Agency.

I figure if Cobra was truly a global terrorist group making front-page news, then various military and paramilitary groups from all over the world are going to be fighting or joining them. So yeah, mix it up with whatever exists in your Joe 'verse!
